• To encourage and develop the reading culture of the people of Azerbaijan.

• To introduce the Azerbaijani reader to the best of contemporary international and domestic literature.

• To publish and disseminate a wide range of books to help generate international interest in the Azerbaijan Republic.

• As a publishing house, to contribute to the implementation of the following provisions:

• national leader Heydar Aliyev's initiative on the transition from a cyrillic to a latin alphabet, included in the decree of 18 June 2001 on the “Improvement in Use of the State Language”; President Ilham Aliyev’s decree of 12 January 2004 on the use of the Azerbaijani language in latin script in mass publications and his decree of 24 August 2007 on the mass publication of works of prominent international literature in the Azerbaijani language.

• To make available to the Azerbaijani diaspora and the international readership a variety of Azerbaijani literature: the best examples from our classical and contemporary writers.

• To provide the citizens of Azerbaijan, especially the younger generations of academics and working people, with literature that tracks contemporary global trends in the development of new methods and technologies, that ably represents contemporary aspects of business development, as well as fictional, educational and entertainment literature; to make available the latest textbooks and training materials.
